Set for only the two engineer/sniper rifles (and set for both types), and always set to 0.25 seconds.

Alternate description

This property defines how long in seconds that the player is unable to switch to another weapon or enter a vehicle after firing. It is permanent when the value exceeds the duration of ObjectTemplate.RoundOfFire (1/value = duration).
