VoiceNotify is an Android app that uses Text-To-Speech through the Accessibility Service in Android 1.6+ to speak notification messages from the status bar when they appear, avoiding the need to turn on the screen to read the notification. It features a fully customizable spoken message and the option to select apps to ignore.

Some apps have repeating notifications that can be very annoying	Not an SDK issue	1.0.0	1.0.1	One such app is TweetDeck while sending an update. Best workaround for 1.0.0 is to ignore the app, at the expense of none of the app's notifications being spoken.
