Voice Notify
VoiceNotify is an Android app that uses Text-To-Speech through the Accessibility Service in Android 1.6+ to speak notification messages in the status bar when they appear, avoiding the need to turn on the screen to read the notification. It features a fully customizable spoken message and the option to select apps to ignore.
Currently it is planned to release for free and if successful a Pro version may be released with additional features.
